Which upcoming tier-1 city would have best quality of life?

I am from Nagpur and it's way better in terms of infra compared to Bangalore, Mumbai or Pune.

Consider climate too. Ahmedabad is horrible in the summer. Infra is decent but traffic is awful for such a small city. That's only going to get worse if more people move here.
Lucknow is love though, you get all amenities na zada hustle na zhick zhik
I seriously hope Ahmedabad becomes the next IT hub which is as big as Bangalore.
Jaipur has a lot of potential in terms of the nightlife, eating joints, scenic outskirts but it lacks opportunities and most of all political intent
