Which is most difficult ?

All needs different skillset.

1. Anyone with good IQ and proper planning n guidance from school 🎒 days can crack IIT or neet. Reservation can help reach destination if avg iq meets proper coaching.

2. An IIT failed guy can create 100cr biz but may have failed due to 70% seats reserved in IIT neet (horizontal reservation)

Many low iq reel and shorts maker can create 100cr biz overall not recurring selling some beauty or consumer goods product.

3. Only few from 2 can scale and make 100cr in a 1000 and 10k crore biz...those people can be ceo or cxo also if failed at startup

4. Hard working and more than avg iq people will clear upsc if have strong self motivation.

Above all requires few stuff...

Comparing ain't gonna help...1 can fall in all 4 groups or 1 can't fall in any of these but may be more happy.
