Which cities should I consider for buying a new property, and why? Max Budget - 1.5cr

Looking at this as an investment opportunity. Open to any type of real estate, including commercial, residential, land, or agricultural property. Planning to hold it for about 10-12 years. I’m not keen on buying in metros, instead, looking for properties in Tier 2 or 3 cities with decent growth potential.
