I think you should be reporting to your TPD during the bench period and the TPD name appears in your teams profile itself as your reporting manager.

But I don't think anyone would approve WHF.

Logically : No Officially : Yes But if you can convince your reporting manager with the fact that you will start doing regular WFO after you get mapped to a project, don't directly say it, make sure to play with your words.
