Where to file complaint if employer refused to give form 16?

My employer is refusing to give form 16.And I want to sue them? where to file the complaint?

You can download it from income tax site.. you might need tan number of company .. it will be a duplicate copy

Is your company very small in size in terms of employees. My first company used to pay me in cash back in 2001 ; no bank accounts PF etc . I was happy carrying ₹4000 home ; my monthly paycheque in Y 2001

Is your company paying PF as employer? Check your AIS & Form 26AS for actual tax paid by employer to govt.
