The government controls teples through creating trusts. The money received by the temples is controlled by the Trust, and used for the temple expenses, and in case of Kashi Vishwanath, I would not be surprised if the money coming into the temple far exceeds their operational expenses like salaries etc. I don't know why you think your Tax is paying for anything when it comes to such large Hindu institutions.
