When Should one Switch?

There's a good chance that I'll be promoted this financial year. But we all can see, appraisals would not be anything good, they're trying to cut costs.

If I get a promotion the Hike would only be 14-15%. Which I feel is not sufficient.

Should I start looking for a change, or wait for a month or two, get that 15% and then start applying?
