When should one communicate to HR about receiving only half their salary due to market conditions in their current company during salary negotiations?

Wouldn't disclosing this information potentially lead the recruiter to offer a lower salary and make a less favorable initial offer?

@WeakSkate81 I think your question isn't clear. By HR, if you mean the recruiter, you ideally don't. On the other hand, if you mean your current HR and the half pay want communicated but probably am accident, then you communicate with your HR immediately.
