When IBM will give GDP and PA letters ?

In Ibm offer letter mentioned needs to be redeployed in a project within 30 days.YOE-8 years and band -7b tech stack AZURE DE.is that something very strict or just going to hamper our utilisation , I am yet to join! I need some feedback ...

When does IBM share the experience letter for ex-employees? Would I get it with my FNF? Can anyone clarify this?

I have 2 offers

IBM 17.4 fixed

Cognizant - 18.5 including variable

Yoe - 5

Tech stack - GCP Data Engineer

Please let me know which to join my joining is on November 20
