When HR confirms about retention offer

I have resigned and 15 days remaining but still there is no confirmation regarding retention offer.. some days back one unknown HR called me about retention offer and asked expectations and no further communication. When I ask manager he says no feedback to him. Does anyone know when the retention offer gets released?
