When hiring freshers, what should be given the most importance? And how do you make the right hiring decision?

Since freshers/recent graduates do not have any work experience, and not everyone would have good internship experiences (depending on where they are from), how do you make the right hiring decisions? What are the parameters that are given importance and what makes or breaks a resume?
