What's the HR policy of FANG companies about long employment gap in resume?

A friend, Graduated in 2017, wasted 5 years in govt exams. In 2022 he stopped and got into an IT startup as java developer. He has almost 2 years experience now.

He has upskilled DSA and Development very well in these years. If he applies to any FANG companies in future, is he an eligible candidate? Do they allow such justified gaps? Which big tech companies explicitly have anti gap policies?
