Trending @Cognizant; Whats the criteria for associate promotion?

I am at PA level with 3 yrs exp I joined as PT(BSc Graduate) i got P to PA promotion last year june 2024.

I recently been allocated to new project but as non billable role. Hiring manager is saying he will make my role billable soon and in there project Associate promotion also happens He told me he will check why my promotion did not happen.

I was not following RTO properly like in my prev. Project only 1 day WFO was suffice. Some weeks i havn't gone to office as well.

Will he going to make my role billable or he is just giving me false hope? Is it true that while onboarding to a new project we can get promotion as well?

If yes, what i need to do? Follow RTO like how many months will be taken for consideration?

It could be that he might but there is no certainty. Just wait for the one month from his commitment and the chase up with him. In the mean time try and take and deliver as much as possible without sharing too many details with the rest. That way you would have leverage to drop all of it at an instant if he refuses later on saying that leadership is agreeing to make role billable. In non billable role it is impossible to get promoted even if some at D+ pushes for it. You need >50% utilisation.
