What is meant by business at Accenture? I keep hearing Business will approve or not. Business will give budget. Who are those people? Which level? If MD which level MD?

How come client will decide whether someone will be promoted or not? Could you explain more about this. The context here is if someone is to be promoted from one level to another. Lets say level 9 to level 8.
