From the little experience of being around VCs, it primarily depends on the geography being targetted: if USA(lot of VCs fund SaaS only if targetting US) then a prove that you have figured out US GTM. If targetting Indian customers, why will the customers pay? The value generation for end user has to be significant enough that they pay.Both are very tough to crack.

Also, CTO with significant equity or co-founder who knows tech.
