What should I definitely add to my PM resume?

I’m a Product Manager for the past 3 yrs and I am looking for a switch. I have approached many HR directly, via LinkedIn and via Email but there are no response or rejection. I have certifications and a lot of experience. What should I write in my resume in the current market that stands out?
