Well its an old school strategy to find gold in a haystack. They will recruit 100 find maybe 10 really good resources and kick the rest. Then repeat the same thing.

Thing is they still believe they can adjust with a good fresher to replace a great talent. They just need to give KT. So that way their profits keep boosting up.
