Instead of this ugly exercise, They can simply change notice period to 30 days. One shot it will be 50% less.

How will they harass people if they change their NP to 30 days? If they wish they'll fire people with 1 day notice, if they wish they'll extend NP for frivolous reasons even after serving 90 days NP. This is similar to modern day slavery / bonded labour.
