What is the salary you get for Brazil or mexico onsite for C3A

I am C3A with exp of 12. Joined TCS in 2021. Management has raised H1B for past 3 years but it didn't got picked. As this year too no luck in lottery I have informed I am planning to resign because of my salary was only 20LPA. They promised to revise my salary. But all the shenanigans of TCS pulled in last 4-5 months. Manager came back informing they tried but they can't revise it now. So they offered me near shore of my choice either Brazil or Mexico 4 months back . I declined it. Out of the blue 2 days back my onshore manager called and asked me they can raise L1 but for it I need to be a manager for atleast 1 yea and need to work from brazil(his clause) to see if I can handle clients directly.So they can raise L1 showcasing I am tech manager and dealing with clients directly at their timeline.I am not sure if I need to take it considering safety and salary concerns in Brazil. Herd salary is not that great . So can anyone let me know who are working in Brazil what does TCS pay for C3A is it feasible for living a decent life with TCS pay.when Compared to India's 20LPA. Is it really worth to take this risk knowing there is a chance later can be moved to USA on L1
