What is the best way to learn python from scratch for AWS development

Umm, I don't wanna sound rude but there's no "Python for AWS development". You learn Python, build a simple project and deploy it on a Digital Ocean, or Linode server. You can use "ngrok" to expose the server as a temporary URL (without using domain name). Now, once you have knowledge about how to build and deploy projects using Python, you can shift your focus on deploying projects using AWS.

DevOps part of development is simpler when using virtual private server like DigitalOcean and Linode, so you can focus on your application building part. AWS has too many configurations for a people who're just starting out.

Once you have a high level view of what to do, you'll figure out the rest on your own.
