What is the best for investment for high gains and minimal risk?

Low risk is what i am looking for but it has to be better than FD or PPF

You can buy a Balanced Advantage Mutual Fund. For having a reasonable level of risk with reasonable returns.

Else buy 1 Equity MF and 1 Debt MF, to balance your portfolio by yourself.

"Best" is a very dangerous adjective to use. It is used by someone to describe a product only if they don't understand it. Like LIC uncle trying to sell ULIP policy.. "Yeh toh besht hai. Full guarantee. Full returns. Marne ke baad bhi returns. Besht."
