In allocation it's given as Primary allocation Y/N ....in that they mentioned it as N

Anyone is entitled to allocation to multiple WONs. However, 1 should be primary (Primary = Y)while others are not (Primary =N).

The total should be 100%, the one WON marked Primary=Y should have most of your allocation.
