It's a kind of salary advance they will pay to employee who move to onsite.

Based on job level/country they allot the amount and you can use them at your initial period of time in onsite to settle.

You need to repay them on monthly basic once you settled there. Mostly after 3 months. They will deduct from your onsite salary
