When HR ask for your fixed CTC, should you include PF and Gratuity?

Fixed CTC is everything that you are getting either in hand or in pf or in any other form. HRs ask that because in many companies CTC are inflated with very high incentive component or variable pay which is linked with impossible targets specially in sales job.

Gratuity depends if you’ve worked in a company for 5 years. So you should not include gratuity in your fixed CTC?
