Depends on your level, if you're at a lower level, it's better to get promotion for better job security. Higher you go, it's better to way options, as the charges to client is based on your level and higher level means higher charges; so unless you can prove your worth to client account, they might not take you into the project

Recent news shows that they are laying off L12s first. Also personal opinion but it's easier for higher levels to get projects compared to lower ones (for levels between 9-12) plus the severance package for higher levels would be higher since more basic salary thus making it slightly tougher compared to lower ones
Promotion makes responsibilities if you are getting same hike without promotion would be great
