IMO, this behaviour probably has more to do with climate rather than culture.

My reasoning is since those regions are normally cold throughout, wiping was a better and more convenient option.

And tropical regions, where climate isn't freezing for most part of the year, the better and convenient option was washing.

Just me thinking out loud, could be wrong, could be right.
