IMO, this behaviour probably has more to do with climate rather than culture.

My reasoning is since those regions are normally cold throughout, wiping was a better and more convenient option.
And tropical regions, where climate isn't freezing for most part of the year, the better and convenient option was washing.
Just me thinking out loud, could be wrong, could be right.

None. I don't follow any traditions by default. I try to learn about lifestyles, practices, and habits of people all over the world, and pick and choose eclectically into my life, whatever best-practices I like and that seem useful, and ignore all the rest.
