What do VCs check before investing in an early stage startup. How to approach VCs and do they really respond to early stage startup founders?

I have seen VCs usually don’t reply to cold emails and they have a clear rule before investing in any startup. Any VCs out here who can respond to this query. What’s your take over it fellow VC grapeviners ?
