WFO POLICY

Hi I ask my manager to allow me for wfh due to heavy rain now a days and my hometown will get affect by flood if continue rain.I used all my wfh balance I about to go ofc but this situation seems dangerous for me to leave home and travel 250km to Pune office.i ask to allow me wfh till rain improve once situation better I will leave to pune but manager declined and said to take leave directly but in this case my leave balance also get finish.HR is asking for past wfo records,present address proof and lots of things.if manager is not cooperative then employee will disagree with policies.in natural disaster who can predict what will happen in future.what should I do please suggest .
