Since we have a holiday on August 15 do we have to attend the office for 3 days as per policy? The holiday is considered as WFO or WFH?

Yes. If you take 2 days leave this week then it's completely WFH

The answer will change HR to HR, some HR's consider holiday as WFO, some dont, so nobody can tell you exactly what will be the case, for me my HR personally messaged that holiday is considered as WFO, but my friend's HR told that holiday is not considered as WFO
