WFO Exception under Calamity

Has anyone raised the wfo exception under the Calamity category due to this high aqi level in the NCR region? If yes then who is the primary person to approve Manager/HR?

I don't see any calamity category.

And I asked my manager, she said it's only allowed for PTI location. Not delhi ncr
