it's not just about those people, in general grapevine is getting new signup and no of post frequency is going to increase and so the junk posts

I dont think grapevine would introduce a penalty system at this stage. A lot of curation can come with better filters or preferences. There will be some randomness until the platform gets there i guess.
Plus the 300 grapes target is causing users to contribute to the content, so maybe this randomness will be temporary.
