I think you can use FIDO protocol and tweak it to your use case or make a custom version for yourself. It's resistant to phishing and replay attacks. However folks would require more context as to why you're asking for this, because jugaad works on andaaz
P.S. I think if there doesn't exist a system that matches your need, you create your own system. Linkedin created kafka, Facebook created mysql, google created page rank. So yeah.

What's the problem with regular old email/ otp or email/password method?
