Trending @Accenture; Want to shift from Infrastructure Engineering to Application Development

I come under Infrastructure Engineering with Cloud Ops IaaS as my stream training as ASE with CL 12. It's been more than 2 months since I have been on bench with 0 project calls. I wanted to opt for the development field, but our bench supervisor says that we are not allowed to do that as we have been trained for IE market. Is it true that I can't ask for projects for roles other than the IE.
