Pick up freelance projects instead on platforms like upworks.

The problem isn't of the relieving letter but of your provident fund account - you'll have 2 contributors on it. That's trackable by your companies.

Start talking to recruiters. Apply aggressively, take leaves if possible (or better use it during interviews).

Do little work, improve visibility in current org, send out lot of mails. You’ll end up getting avg rating.

Don’t leave the job before finding the next one. You can also explore freelancing route.

What do you mean by "improve visibility"? I talk to manager on daily basis over chat either for updates or other kind of help.
