Old Bangkok is usually cheaper. Especially near Khao San Road.
Try to plan Bangkok for weekends. Chiang Mai is pretty chill place. Overnight buses/train are available if you wanna experience that.
To appreciate the local cuisine you need to try out specific places and specific dishes. I used trip advisor I think.
Definitely book a food tour on the first day of your arrival. Preferably walking or two wheeler. Tuk tuk is over rated and expensive especially cuz we have autos.
I think renting a bike is good idea in places other than Bangkok. 60k sounds pretty reasonable, hopefully you have buffer for extra expenses.

Pataya, Phuket and Bangkok are the prime destinations. Cheap enough mostly, 60k should be enough if you go for budget stays and local food.

Chang Mai taraf bhi jaake aana, don't just limit to pataya and bangkok.
