They split phonepe from Flipkart so that they can do IPO twice - once for Flipkart and once for phonepe. This app is to add to the bottom-line for Flipkart.

Could be regulatory bypass, phone pe has to restrict itself to 30% of total transactions maybe they can get new users in the super app instead of phone pe

They are thinking in retail terms. Like car companies rebadge cars in different countries. Just change the frontend and the backend(engine) remains the same. Voila innovation!!!

Why Flipkart built UPI ?

Walmart owns majority share in both PhonePe and Flipkart, PhonePe is a separate entity from Flipkart, but why is Flipkart itself entering into UPI ecosystem when it is dominant in e-commerce and PhonePe is dominant in UPI and payments.
