I joined the company in 2015 at CL12.3, I'm stuck at CL12.1 since 2018 and not getting promoted to CL 11 even after being a great performer, cross skilled, good behaviour, No complaints from any department.

I am at CL 9 and all CL8 and CL9 meet together and vote whom to promote and whom to not , and if all all equal in terms of performance then it comes down to attitude, mindset and internal proficiency and account level activities to decide which one to promote
