Variable? - Deloitte India.

I iust received an offer from Deloitte India, and Variable/Bonus % is not mentioned anywhere at all! When I asked HR she says it's 20% but completely depends on Personal,Company and Project performance. I understand that, but shouldn't it be mentioned on the offer letter? Anyone who has received an offer letter from Deloitte India recently?
