Up to how much exp or grade we are eligible for wings 1 exam? Upto 3 years exp or upto C2 band?

I have completed 3y in tcs 3 month, but my grade C1 yet, am I eligible for wings 1 may exam?

Till you are c1 you are eligble for wings 1 after you become c2 you are eligble for wings 2
