Unfair Hike Disparity: Lower Salary Earns Higher Percentage Increase ?

It appears that hike percentages are being awarded based on current salary rather than job level. This means two employees at the same level (grade and band) could receive different hike percentages if one has a higher current salary than the other. In this scenario, the employee with the higher salary would ironically receive a lower hike percentage.
