Unemployment in India

Why do we keep saying that we don’t have skilled workers when we have BA and BBA people applying for blue collar jobs? Until there is some way we can solve unemployment situation by creating more jobs, it’s difficult for us to grow. There are these segments for which we can have different solutions :

1. People in their 20-25 who Have degrees but not skilled
2. People in their 20-25 who Have degrees but skilled enough to get a job but don’t find supply of jobs in their domain
3. People in their 20-25 who have diplomas but not skilled for the job
4. People in their 20-25 who have diplomas, skilled in the blue collar job but don’t find supply of jobs in their domain

Could be other segments too but this is a very big opportunity to solve for.
