My total work experience is 8 years, and my current CTC (Cost to Company) is 12 LPA (Lakhs Per Annum) for a data engineer role. I'm considering whether I'm being underpaid. What are your thoughts on this?

The rule of thumb is
Minimum CTC should be = 2x of Experience
So for 8 YOE you should be having 16 LPA (at least)

Definitely underpaid, you should always have CTC double your experience. In your case it should be 8×2 = 16 lpa min. However, only CTC doesn't matter if you are learning and working in your interest domain for long term.
