Unable to Refer a Candidate in TCS Buddy: Seeking Clarification

One of my friends applied for a job at TCS via iBegin on June 13, 2023, but that job posting has since expired. Today, I tried to refer him through the TCS Buddy system, but during registration, I received the message: "The buddy you are trying to refer already exists in the system."

Does this mean I can’t refer him anymore? Is there no way to refer him again? Alternatively, can he apply for a new job through iBegin?
