Trying to get relocated to Delhi NCR from Mumbai

My previous manager asked me to reach out to HR who told me to first get my mother surgery done and then they may help. Eventually my project changed. My new manager told me "hojaega" ( it will happen) once he finds a replacement. It has already been more than a week and I asked him again and yet he says that it will happen once he finds a replacement. I think he is not trying to find one right now because the project is about to go live on 30 July. I was really optimistic that this is possible because few members in the project work from Delhi location. I really want to get relocated to Delhi but idk how ...I'm highly confused and worried due to the same. My YOE : 8 months Tech Stack : Java Backend
