Trump ban on outsourcing of IT companies to India

Recently you guys have been hearing this news as trump (aka taco) is looking for banning the IT companies to outsource job in India and other countries and create jobs in America.. do you guys think is it even possible like does he has authority to do it or how many jobs are on stake does this kind kf things affects are hike or promotions?
