Is it mandatory to inform HR/Manager before resigning? Or I can directly resign in the dot portal?

You can directly resign on the portal which will trigger an email to your HR and manager, but it's professional to at least give them a heads up

It's totally your choice. If your term is good with your manager and hr then inform or else they will be notified once you will submit the resignation.
