Trending @Wipro; Parental Leave Issue

I have taken parental leave after the maternity leave in wipro for one month and now wants an extension of 2 more months as per policy. But the concerned team says you have to avail the Annual leave and sick leave first then only I will get Parental leave. I have few other associates who have taken these types of leave in last few months without having issue. But in my case they are denying and saying avail all AL and SL first. I have read the document as well stated the same that parental leave will not be adjusted with the AL balance. What should I do now.
I contacted with HR and they said I have to avail all AL but this is not listed in document policy. In document, PL leaves will not be adjusted with AL leaves, it's clearly stated.
If you are 100 percent sure about the policy, then send them a mail CCing you HR and ask them to reply on mail itself. If still they are doing- first reconfirm the policy- then OMBUDS.
Still they are saying to use AL first, although my other colleagues have also applied PL and they were not forced to use AL first.
