If you have completed 18 month in current project, you are eligible to ask for release. If manager doesn't accept release, you can send release request to HR and ask him/her to intervene. Your manager may not immediately release you but after HR intervention, he will have to provide a reasonable release date.

I have completed the 18 month (according to PSP page) in the same account but on the IJP portal it is still showing I am not eligible to apply and have to complete 18 months,

That is because your project code is changed and you are tagged to a new project. Technically you'll have to stay there for nect 18 months. Else, you can raise this discussion to HR that you are tagged to a new project without your consent and you are not willing to work on the assigned technology. If you are good in arguments and can give logical reason, they will help you come out.

Yeh, managers are like that sometimes coz you are billable resource to them and it's hard to replace. Better to start looking outside because even if you get released its very tough to find another project in free pool and majority of them are in (LOP) or non-bailable opportunity.

That's what I did bro, resigned because they won't let you go to another project And they don't give you enough recognition in your current role
