Download medicall bill in your personal laptop. Then login portal in your personal laptop and upload.

I usually upload it on gmail and open gmail on wipro laptop and simply download it

Your personal mail ID is outside of the organisation. So you can't send mail from your personal ID. Instead, you can login to your outlook in your phone and send the document to yourself.
