Yes it is possible I am transferring 1500 per month to telecom wallet of pluxee card .Only thing whatever you are paying for prepaid , postpaid , Wifi broadband etc it should be on your name . Also yearly there is a transaction limit of 36000.

Using Zaggle you can. They have separate Telecom wallet and food wallet. If you claim the mobile and broadband bill, the amount from your mobile wallet will transfer to your expense wallet.
